    place that felt like home that I had been to since I got to the Europe. After a few minutes I got up to the window with a frazzled looking lady behind it. I explained the situation and she assigned an agent for us and set up an appointment for 11:45. Rather than leave and try to get back in, we camped out in the lobby until our name was called around 12:30. One of the marine guards told me that that was pretty fast, usually it took another hour or two. We met up with the agent. I gave her the pile of paperwork from the orphanage, including the I-604s I had paid so much for. I explained that I was engaged to Olga, and the twins were like daughters to her. The agent didn’t look too happy, but talked rapidly in Ukrainian to the twins, I didn’t understand a word. Apparently, she didn’t hear anything wrong, because she harrumphed, then said to me, “It sounds like they like you enough, but I am still a little unsure.” I mentioned that Olga and Irena were in the lobby, and she told the three of us to wait, and she went to talk to them. About 10 minutes later she returned and told us to come back at 15:30. She would consult with her bosses and let us know then. We wandered the streets around the embassy for the next couple of hours. We got back to the embassy at around 15:15. There was posted a list on a bulletin board of people who were to pick up their visas. About halfway down were listed the twins. They were reading the Cyrillic translation next to it and started dancing and ...
    hugging Olga, Irena and me. I extracted myself and went over and got in line to get the visas. When we got to the window, I was sent to a second window where the agent we had talked to earlier was waiting. She told me that since I had already adopted the twins, technically they were immediately afforded permanent resident status in the U.S. and were on the fast track for citizenship, in fact, they would be citizens the second they entered the U.S.! She ushered us back into the office, where she sat each of the twins down in front of a camera, took their picture, took their fingerprints, and then issued them IR-3 immigrant visas on the spot! The agent explained that I had bypassed over a year of paperwork by just adopting the girls. Apparently, normally I would have had to be approved long before I actually adopted the girls. I didn’t mention that the reason I was able to adopt them was a bribe. Now, the state department was presented with fate accompli. She mentioned that there was a filing fee of $670 per c***d, but since I could not be expected to have that money on hand, I had 30 days to send payment. Now that is some filing fee! We left the embassy a bit dazed. I called the airline from the payphone in front of the embassy and arranged two more tickets for my flight the next morning. We staggered back to the hotel. We were all running on adrenalin at this point, so when we got back to the room, in spite of the excitement, we collapsed and fell asl**p. I was barely awake ...
